plugins: tuning units are handled within plugin classes
...
This change moves a lot of logic into the plugins, namely
the enumeration, seizing, and releasing of the devices.
However it allows the plugins to control the process in
more detail. This will be also utilised when tuning the
devices, which were dynamically added into the system.
WATCH OUT: only cpu plugin has been updated

mounts: modify semantics of disable_barriers=force
...
- mountpoint '/' and '/boot' removed from exceptions, where barriers
should not be disabled (we want this explicit in the profiles)
- 'force' cannot force the settings if the filesystem is unsupported
- therefore 'force' can force nobarriers only on devices with 'write
back' cache

manager: devices matching: reverted the previous fix, added comma support
...
Now it matches:
sd*,cciss*, dm-* vd*
So comma or whitespace can be used as delimiters.
Also the following works:
!sd*,!cciss*, !dm-* !vd*
It matches anything but the above list, e.g. the 'vg1' will match, but
'vd1' not.
