Intel's new Speed Select Technology (SST) is a process power management
technology introduced by Intel that allows for throughput and per-core
performance configurations and optimizations such as allowing for
prioritization of workloads on specific cores by sacrificing performance
on other cores.
Intel has released several CascadeLake processors, commonly referred to
as CascadeLake-N, with this technology and will introduce further SST
related technologies in the next few years.
These new technologies require the disabling of the intel-pstate driver
configuration in tuned as it may interfere with the user chosen per-core
configurations of SST.
Add a new SST profile to tuned for general use.

The reapply_sysctl functionality was originally added to address
rhbz#1302953, which was about Tuned overriding sysctl config files
from /etc, which was deemed undesirable. The bug said nothing about
sysctl config files from /usr/lib/sysctl.d, /lib/sysctl.d or
/usr/local/lib/sysctl.d.
Having sysctl configs from /usr override Tuned profiles causes
problems (rhbz#1759597). Also, it seems reasonable for Tuned profiles
to override sysctl configs from /usr - a Tuned profile is often
explicitly chosen by the user, whereas sysctl configs from /usr are
provided by system packages whether the user wants them or not.
Also, in RHEL-6, tuned used to ignore sysctl config files from /usr,
as far as I can tell.

Since commit cd4943bdbf, it is recommended to use ${i:PROFILE_DIR}
in paths to scripts, in order to make the paths absolute. It's not
required (yet) though.

Most of the functionality don' work in this mode, it just
applies the settings, no rollback possible.
Disable daemon by setting 'daemon = 0' in /etc/tuned/tuned-main.conf
This settings can be overridden if running tuned with '-d' command line
option. In such case daemon mode will be used.

In this way only the installed profiles are described in the installed
manual pages. I.e. base profiles are now described in the tuned-profiles.7
manual page and profiles for the Project Atomic are now described
in the tuned-profiles-atomic.7 manual page. Simalarly for the SAP and
compat profiles.

This policy sets the link to the second lowest power
state (PARTIAL) when there is no I/O on the disk. This
mode is designed to allow transitions in link power states
(for example during times of intermittent heavy I/O and
idle I/O) with as small impact on performance as possible.
This may save significant amount of power in idle periods
of the link, especially on laptops. E.g. on x240 the average
AC power consumption dropped from approx. 5 W to only 2.5 W.

This improves responsiveness of Tuned in Python 2 interpreter with applied
patch for rhbz#917709. There is new global config parameter "sleep_interval"
which can control the polling. By default it is set to 1 second which is
still much better than 50 ms (on unpatched intepreter). Also the overhead
of the main thread was lowered if the dynamic tuning is disabled. The
dynamic tuning update interval is still controlled by the "update_interval"
global config parameter, but it has to be multiply of the "sleep_interval".
