bump_project_version: sDriveFile carries through bumps unchanged
Auto-increment per bump burned through Drive sequence numbers for builds that never left the machine (KK: 'stay on 006 until further notice'). The number now advances only when a build is actually uploaded -- set manually in the GVL at upload time. Seeding when absent is unchanged.
